Mark Rainey

Mark Rainey is Executive Vice President of Development Services at QII, where he leads the company’s full-cycle approach to infrastructure development, from project inception through client delivery. His role spans design, procurement, construction, quality, and safety, bringing key disciplines together across the project lifecycle.

His experience covers more than a decade of mission-critical construction, from early preconstruction strategy and design integration through execution, commissioning, and turnover.

Prior to joining QII, he served as Director of Mission Critical at Hourigan, where he led the growth of the company’s data center business unit and supported AI campus development and advanced manufacturing initiatives. Before that, he spent more than nine years at HITT Contracting, most recently serving as Project Executive leading large-scale data center development programs for hyperscale end users.

He earned his bachelor’s degree in Building Construction and Real Estate from Virginia Tech.
